Job Title: Health, Safety and Environment (HSE) Manager
Salary Range: $90,000 to $120,000 annually

Reporting to the Corporate Manager, Health, Safety & Environment, and in conjunction with the VP, Operations, the HSE Manager will be responsible for representing the Company as the primary safety ambassador, developing and implementing organizational safety programs, ensuring compliance with Occupational Health & Safety regulations and Barclay Constructors’ H&S policies and procedures.

This position is based out of our Southern Ontario office in Hamilton, Ontario.

Key Responsibilities

  • Represent the company as a brand ambassador and safety ambassador by demonstrating required behaviours, actions and attitudes in order to establish a strong positive safety culture in alignment with the Company’s core values.
  • Promote leadership, continuous improvement, compliance and implementation of corporate Health and Safety (H&S) programs, practices, including Job Hazard Analysis and operating procedures.
  • Advise Senior Leadership on changes to regulations and codes, as well as emerging H&S trends and impacts to operations.
  • Perform H&S and compliance inspections/audits and identify corrective actions where needed, ensuring timely implementation and documentation.
  • Provide leadership to direct reports and project team members through demonstrated guidance, mentoring and training, including interpretation on applicable health, safety and environment legislation and requirements.
  • Lead efforts in obtaining ISO certification through adherence and compliance with specific qualifying requirements and reporting obligations.
  • Develop, monitor and evaluate corporate health and safety orientation process for all staff and sub-trades.
  • Act as primary business liaison with the Ministry of Labour and related regulatory agencies.
  • Maintain employee training records, including injury records, actions and compliance.
  • Oversee the administration and case management of Workers’ Compensation claims, including Return to Work plans, working in collaboration with Human Resources, as needed.
  • Active leader in facilitating JHSC Meetings as a certified management member and committee chair.
  • Assess training requirements and conduct safety training as required; assess and evaluate third party training providers ensuring effectiveness in delivery and cost.
  • Evaluate Project Specific H&S Plans ensuring they are current and communicated to all project personnel.
  • Audit and monitor sub trade safety performance (sub trade safe work practices and job hazard analysis) and programs to ensure compliance with local legislation.
  • Monitor, evaluate and report H&S performance (leading and lagging indicators) against internal and industry standards.
  • Perform H&S work site inspections and submit to the project management team; perform incident investigations.
  • Assist in the development, rollout and execution of annual metrics/improvement targets.
  • Participate in the review of new operations, processes and procedures (as well as proposed changes to existing operations) at the proposal and/or design phase to ensure health & safety and compliance matters are considered and incorporated.
  • Support the Fleet Manager, where required in accordance with the duties outlined in the Company Vehicle Policy and Program.
  • Prepares correspondence, reports, forms, and specialized documents for distribution at all levels.
  • Perform other duties as assigned to ensure the success of the team and the entire organization.

Qualifications & Skills

  • Post-secondary diploma or degree in a related OHS discipline.
  • 3-5 years in H&S management position; construction H&S industry strongly preferred.
  • COR certification and designation maintenance experience required.
  • CRSP or similar designation is an asset; Gold Seal Certification required.
  • In-depth knowledge of industry safety standards and regulations.
  • You possess a valid driver’s license and motor vehicle insurance policy.
  • Demonstrates professionalism and high level of service orientation in all interactions as a motivated change leader.
  • You possess the ability to read and understand technical information, as well as data, policies, laws, guidelines and procedures.
  • Working knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Ability to effectively plan, be flexible and work in a fast-paced environment.
  • Strong problem solving, organizational and analytical skills.
  • When making decisions, you consider all aspects of the business and engage those who can add value to the process.
  • Working Knowledge of construction processes and terminology.
  • Effective written and verbal communication and presentation skills.
  • Experience managing potentially difficult situations regarding site safety and management of personnel.
  • Strong interpersonal and leadership skills; effective problem solver with outstanding teambuilding skills.
